Tommy thinks that there was no accidental mix up. Later the Ambassador's valet commits suicide. The Ambassador asks Tommy and Tuppence to look into it. The Ambassador's bag only contained his boots. He ended up leaving the ship with a similar bag with similar initials and only later the correct bag was delivered to him. The American Ambassador had a mixed up with his bag as he arrived to Britain on a ship.
The Ambassador's Boots is more like it and if only more episodes showed a similar verve and sleuthing. Partners in Crime has been an uneven series.
